Responsible Apprentice Reports
Posted On: Feb 09, 2016

From the JATC

The lack of comments regarding apprentice work performance by employers and supervising journeymen on the monthly work reports is starting to cause a difficult problem for the JATC in our efforts to maintain quality training for all of our apprentices.  Recently we have had apprentices laid off from employers that do not want to hire those apprentices back to work, due to work performance issues.  In those situations, the JATC will review past work reports for at least six months for documented or demonstrated evidence of the stated poor work performance.  As a rule, the poor performance is not noted on the work reports and often enough the apprentice has received a “status quo or get by” evaluation by either a supervising journeymen or the employer.

Now we have a situation where an employer will not hire back an apprentice in a working jurisdiction and the JATC does not have the documentation to properly discipline the apprentice.  It is a real basic case of “we can’t fix a problem before it escalates if we don’t know about the problem”.  This is not only the case for the JATC but also applies to the Subcommittees that review work reports on a monthly basis at the local level.

Substandard work performance by an apprentice should not be tolerated by employers nor should it be brushed under the table.  The monthly work report provide an opportunity for an honest and objective evaluation and room for comments regarding an apprentice’s skill level.  Comments should not necessarily be reserved for poor workmenship but should be used on regular basis to encourage improvment in work areas that an apprentice maybe struggling in.

The JATC encourages you to take the time to provide your apprentice with on-going comments relevant to the apprentice’s overall progress in learning the trade.  A honest evaluation that is stated on a regular basis is a better reinforcement for positive learning than letting a problem slide.  Your consideration in this matter will be appreciated.
